National Cycle Network review launched in South of England

For the first time the National Cycle Network has been audited across the South of England providing a snapshot of the whole of the Network in the South of England.

the review revealed that the main issues – traffic safety, surface, signage and flow – are causing the routes and paths to underperform.

Almost half (41%) of the issues on the Network in the South of England are due to traffic safety concerns.

We are calling for more investment to make it safer, accessible and more inclusive, underlining our commitment to working with communities and local authorities to help find solutions to revitalise the Network.

James Cleeton, Sustrans Director for the South of England said:

“The National Cycle Network is a hugely important asset for the region which is enjoyed by millions of users every year.

“In the South of England, we are extremely proud of our National Cycle Network. We are fortunate to have second longest Network of all the UK regions and nations, with almost 3,800 miles of routes and paths, covering an area that stretches from Land’s End in the West, to the Isle of Wight in the South, the Isle of Thanet in the East and Banbury to the North.

“We also have some of the most iconic routes of the whole Network, including the Bristol and Bath Railway Path that sees over 2.5 million users every year, the Camel Trail in Cornwall, the Viking Coast Trail in North Kent and the 170 mile Eurovelo 2, a long distance route that links European capitals from Dublin to Moscow.

“Walking and cycling is good for us – it improves our health and well-being and contributes towards a cleaner and greener environment. Active travel and commuting tackles congestion, obesity and the air quality crisis. And while the health, economic and environmental benefits of the Network are well established, it is the vital role it plays in our local communities which is its real value.

“This review is our opportunity to secure the investment and commitment needed to make our National Cycle Network safer and more accessible for all users, creating paths that truly are for everyone and safeguarding its heritage for future generations.”

Launched today, Friday 30 November at an event held at Reading University, the Paths for everyone report reveals the current condition of the 23-year-old Network.

The key speaker at this event Matt Rodda, Shadow Minister for Local Transport, recently spoke at the national launch in London, where he congratulated Sustrans for having the ambition and the courage to review the Network and acknowledge that it could be better.

He also said the strategic aim to make the Network safer, more accessible and inclusive was welcome.

Matt Rodda, Shadow Minister for Local Transport said: 

“I particularly welcome the commitment to the removal or redesign of some 16,000 barriers that presently prevent some users from accessing the traffic-free sections.

“Making the Network suitable for adapted bikes and buggies will make the whole Network significantly more accessible. I also welcome the aspiration to raise safety standards.

“The estimated spend required to rejuvenate the Network sounds like a lot but it’s small compared to the overall value of the National Cycle Network’s economic contribution and its wider benefits.”

Of the 16,575-mile Network, over 3,700 miles are in the South of England.

UK-wide, the review shows that while over half (57%) of the UK population lives within a mile of the National Cycle Network, improvements are needed to enable everyone to use it, especially vulnerable users - including children, people with impaired mobility and the less physically active, as well as, people using adapted bikes such as tandems and parents with pushchairs.

Nationally, of the almost 6,000 people surveyed 81% said they want to see more traffic-free routes where everyone can feel safe.

The report also highlights 55 key projects across the UK, including eight in the South of England - the Bristol & Bath Railway Path, Chilton Road in Upton, Oxfordshire, Leigh Road in Wimborne, Christ’s Hospital in West Sussex, the Kennet & Avon Canal, Ashton Court in Bristol, Reading Barriers and Misbourne Greenway in Buckinghamshire.

Each project highlights a range of issues including poor signage, barriers, dangerous junctions and uneven surfacing, as well as solutions for creating safe, accessible and traffic-free paths. Working with local authorities and communities these are anticipated to be finalised by 2023.

Of the total Network in the South of England, 2,591 miles (68%) is on-road and, of this, 233 miles are on A or B roads. The remaining 32%, a total of 1,207 miles, is on traffic-free paths. Of the total Network in the South, only 1% cent was audited as very good.

Robin Lapworth of Lifecycle UK and Two’s Company the charity who specialises in giving people who are visually impaired or disabled the opportunity to enjoy the outdoors on a tandem bike, says that some routes are very difficult for adapted bikes, including one of the eight key Activation Projects in the South of England, National Route 33 B3128 Ashton Court, Bristol.

Robin Lapworth of Lifecycle UK and Two’s Company said:

“Often not enough space is provided for all those slightly longer, or wider bikes which are often used by some of our least able cyclists. This includes tandems and adapted cycles.

“One example is the narrow refuge crossing of the main road near Ashton Court on NCN33. The traffic is so fast moving there, and the space available is so small, it is awful getting our tandems across to reach the safety of the Festival Way.”

National Cycle Network routes can help us attract and manage tourism, which we see as a vital economic boost for our market towns.

Heather Blake, Senior Transport Planner at Wiltshire County Council who attended the launch said:

“We are regularly contacted by residents who want to see improved walking and cycling routes to help them get to school or to work, or for leisure rides to improve their health.

“Sustrans have successfully taken on a huge task reviewing the whole network and we will continue to work jointly with partners to look for ways to deliver schemes in the context of current limited resources.

“These National Cycle Network routes can help us attract and manage tourism, which we see as a vital economic boost for our market towns.

"We hope to continue working with Sustrans, Highways England and other partners to make improvements along routes such as the NCN 24 to Salisbury Cathedral, NCN 45 to Stonehenge or NCN 4 which connects many of our North Wiltshire towns.”

New projects to improve access and safety on National Cycle Network underway

Sustrans kick-starts major overhaul of the Network with new projects to open up walking and cycling to everyone, including children, wheelchair users and the less physically active.

At least 55 new projects will be delivered over the next five years across the UK to kick-start the major overhaul of the National Cycle Network to transform it into paths for everyone. The projects are a result of the first ever review and an independent audit of the 16,575-mile Network, published in November 2018.

The “Paths for Everyone” report classified 54% of the Network as “good” or “very good” and unveiled a long-term plan to make it traffic-free and tackle physical problems. These include poor surfaces and barriers that prevent access for many people, particularly those with adaptive bikes, wheelchairs or prams.

Among the key measures to improve the Network are 55 “activation projects” which we aim to deliver in partnership with local authorities and other landowners across the UK. These range from improving signage, to removing unnecessary barriers and creating new traffic-free sections. The projects are to be finalised by 2023, at a cost of approximately £60 million.

Xavier Brice, CEO for Sustrans, said:

“The National Cycle Network is a huge opportunity for central and local governments to transform the way people travel and help tackle a number of challenges facing their communities, including congestion, high levels of obesity and inactivity.

“The Network already enables 4.4 million people to travel actively every year, but currently only a third of the paths are away from cars and half are not the quality asset they should be.

“The activation projects are the first step to help us achieve a vision for a traffic-free, safe and accessible Network for all. We look forward to working closely with local authorities and other landowners to turn this vision into a reality and create walking and cycling paths used and enjoyed by people of all ages and abilities across all nations and regions.”  

Selection of the activation projects which have begun National Route 76 Manor Powis Roundabout, near Stirling, Scotland

In its current state, the roundabout is a key barrier on the popular Round the Forth circuit, which heads to and from Clackmannanshire, as users leave a good-rated, traffic-free section of the route onto a busy, multi-lane roundabout on the A907. In partnership with Stirling Council and funding from the Scottish Government, Sustrans will work to re-align the route to create a traffic-free alternative that will avoid the roundabout completely. The changes will help make the route safer and more attractive.

National Route 5 Flint-Connah’s Quay, Wales

National Route 5, Flint-Connah’s Quay is an important transport corridor along the North Wales coast. However this section is currently on a busy, narrow road with a high volume of fast moving traffic, which means it is unsuitable for people who cycle and walk, and especially young children. In partnership with Flintshire County Council, Sustrans will work to re-align the route to create a traffic-free alternative with a new bridge crossing the railway, making it safer and more accessible for everyone.

National Route 223 around Christ’s Hospital, West Sussex, England 

The short one-mile on-road section of National Route 223 is an important connection in the traffic-free Downs Link between Guildford and Shoreham, one of the longest greenways in the UK. However the fast moving traffic deters walkers and people who cycle from using the route - there is currently no footway and limited highway width for a new facility. Sustrans, working with West Sussex County Council, will divert the on-road section to a disused railway line which will increase the length of the traffic-free greenway and link directly to Christ’s Hospital railway station.

National Route 67 – Trans Pennine Trail (TPT) re-route at Methley, Yorkshire, England

The route is popular with tourists and has a high local utility value. This section is one of the very few on-road sections between Wakefield and Leeds and is rated "very poor” with fast-moving traffic and rat-running issues, which make the route hazardous for inexperienced users. Sustrans is seeking planning permission to create a traffic-free route on the continuation of a disused railway which will help connect the TPT to Methley Junction. There will need to be a feasibility study for this plus further design and consent work to make the necessary link to Mickleton and the onward TPT to Leeds.

The National Cycle Network in Northern Ireland

86% of the National Cycle Network in Northern Ireland is on-road and discourages people from travelling on the routes due to safety fears. Between now and 2023 Sustrans will develop a National Cycle Network Re-alignment Plan which will identify remaining gaps and consider de-designation of paths. This will assist the Department for Infrastructure’s Strategic Plan for Greenways which provides the framework for a region-wide re-alignment of National Cycle Network routes to traffic-free paths in the long term. 

National Cycle Network Review

The review of the National Cycle Network involved interested stakeholders and sets out 15 recommendations for local authorities, private and charitable landowners, national governments and agencies, to transform the Network, including:

Removal or redesign of 16,000 barriers on the entire Network to make it accessible to everyone, especially those facing mobility challenges.  Doubling the number of paths away from cars, from 5,000 to 10,000 miles and diverting all routes off busy and fast moving roads onto new quiet-way roads. Improving safety at junctions where the Network crosses roads and railways. Improving signage so everyone can follow the paths without a map or smartphone. Adopting a new quality design standard for paths, including width and surface so all routes are classed as ‘very good’ or ‘good’ by 2040.

All four national governments have backed the review of the Network, with the Scottish Government having committed £7 million in 2017 towards the development and maintenance of the paths in Scotland.

Sustrans owns 500 miles of the Network and we have estimated the overhaul will double the number of people travelling actively – be it on foot, by bike or in a wheelchair – up to 8.8 million, requiring a £2.8 billion investment over the next 22 years.  

These trips will generate £7.6 billion in economic and local benefits every year, as a result of reduced road congestion and health benefits from increased exercise, including £5 billion alone in benefits to local businesses from tourism and leisure – up from £3.8 billion per year in 2017.

How linseed oil protects our bridges

A natural oil used for hundreds of years by blacksmiths to protect swords and other metalwork from corrosion could replace toxic paints when maintaining historic metal bridges, a new study has found.

The research, which was published this month in the ICE’s Engineering History and Heritage journal was carried out by engineers Dave Gent and Max Woof on four of our wrought iron bridges and viaducts, which are part of the current or planned National Cycle Network. The 16,575 mile network includes over 800 bridges and structures, many of which are metallic.

The engineers applied a single coat of linseed oil to the structures and monitored them over a 12-month period. Dave and Max also placed a number of small coin-sized samples of the metallic bridges in an accelerated climate chamber in which heated salt water was sprayed regularly on the metal discs to mimic weathering over a number of years. They coated the coins with one, two or three layers of linseed oil to investigate if repeated painting improved the longevity of the protection.

When the pair returned to the bridges a year later they found the linseed oil was still present, helping to prevent corrosion of the structure, while in most cases the oil also rejuvenated existing historic paint protection systems. In the ‘accelerated testing’ the uncoated coins showed greater deterioration compared to the coins painted with linseed oil.

Dave Gent, Chief Engineer at Bridgeway Consulting said:

“Although we do need to do more testing, this early study shows that linseed oil has great potential as a relatively cheap, environmentally-friendly alternative to the chemical-based paints that are generally used to maintain metal bridges.

“It is non-toxic and requires no cleaning of the metalwork before application, so the oil could be easily applied by most people and at most locations.”

Paul Thomas, our Asset Manager said:

“We own many old metal bridges throughout the National Cycle Network and maintenance is a constant challenge, both in terms of staff resources and funding. This traditional method of metal protection doesn’t pollute the environment and could help save us money for other maintenance projects. As it requires no special skills it could even be carried out by our volunteers.”

Our engineers now plan to use linseed oil for future maintenance work and the team will help promote the eco-alternative to other bridge owners and conservation groups around the UK.

Over two thirds of residents in Glasgow, Stirling and Perth want protected space for cycling

The UK’s most comprehensive assessment of cycling in cities, Bike Life, has revealed that over two thirds of residents in Glasgow, Stirling and Perth support building more protected roadside cycle lanes even when this could mean less space for other road traffic.

The reports, which are produced by Sustrans in partnership with Glasgow, Stirling and Perth and Kinross Councils and funded by Transport Scotland, found that of the 3,300 people surveyed in the three cities, 82% in Glasgow, 69% in Perth, 83% in Stirling supported the move.    Additionally, the Bike Life reports found that as well as thinking their city would be a better place to live and work if more people cycled (67% Glasgow, 66% Glasgow, 71% Stirling), more than two thirds of people  would like to see more money spent on cycling in their city (78% Glasgow, 69% Perth, 76% Stirling).   However, the survey also found that there is a huge potential for more people to ride bikes across the three cities, with 7% of residents or less in each of the three cities claiming to usually travel to and from work by bicycle (7% Glasgow, 1% Perth, 3% Stirling).    This is despite at least one third of households in each city owning at least one adult bike (40% Glasgow, 34% Perth, 33% Stirling).    Bike Life also found that people cycling in the three cities take up to 14,291 cars off roads each day and contributes £68.4 million to the cities annually in economic benefit in total.   Speaking about the findings, Sustrans Scotland National Director, John Lauder said:
“Bike Life shows that most people living in Glasgow, Stirling and Perth think cycling is a good thing and are far more supportive of bold and ambitious plans for making it realistic and safe cycling than decision-makers often think. It’s clear, people want. They want dedicated space for people on bicycles even when this means taking space away from cars.   “Scottish Government’s doubling of the active travel budget last year to £80million shows that they recognise that cities across Scotland need to be designed around people, not motor vehicles. Investing in cycling and walking is key to keeping their city moving, and improving health and economic vitality.   “There will obviously be differences in the cities, and any improvements must be context-led and designed with local communities, but it is clear that there is an appetite for change.”   Cabinet Secretary for Transport, Infrastructure and Connectivity Michael Matheson said: “These new reports demonstrate the appetite that exists for more high-quality cycling infrastructure across Scotland. Equally, the reports demonstrate the optimism that people have about the role that cycling can play in improving the quality of our lives in our towns and cities.   “We have doubled the active travel budget to £80m in order to build the right infrastructure in the right place which includes segregated and protected paths. So far, our Community Links programme has delivered 267 miles of walking and cycling paths, which includes 242 miles of completely new infrastructure.   “We are determined to make our towns and cities safer, friendlier and more accessible for those who choose to walk and cycle. The winners of Sustrans Volunteer awards in Northern Ireland this year have proven there is a lot of life and energy after retirement.

All three winners – Hazel Patterson, Jackie Mitchell and John Campbell – have been very enthusiastic volunteers since they retired from work.

We were delighted to recognise the efforts of all our volunteers at a celebratory lunch attended by Sustrans Chief Executive Xavier Brice on a recent visit to Belfast.

Hazel Patterson ‘walked away’ with Sustrans Volunteer of the Year Award for Northern Ireland for her support for events and activities.

“My family have always lived without a car and we’re all keen walkers and cyclists, so it seemed the natural thing to volunteer for Sustrans,” she said. “I’ve volunteered for the past three years and have done lots of activities on the Comber Greenway such as litter picks, led walks and event stalls. I’ve volunteered with a great bunch of people and I have to say above all it has been a lot of fun!”

Sustrans Volunteer Co-ordinator, Rachael Ludlow-Williams congratulating the winner said: “Hazel stands out because of her consistent and regular commitment to Sustrans, as well as her enthusiasm about walking and cycling with which she empowers others to have a go. Hazel is very positive, cheerful and outgoing – helping to make the public feel comfortable at activities and inspired at events.”

National Cycle Network in Northern Ireland

Sustrans also awarded Certificates of Appreciation to two other volunteers.

Jackie Mitchell who is a familiar figure on the National Cycle Network and greenways throughout Northern Ireland where she is frequently out and about leading cycle rides for people new or returning to cycling.

“Jackie is very patient and puts in a significant number of hours for Sustrans,” said Rachael. “She is a great advocate for sustainable transport using bicycles and trains to plan many of her organised rides. We are recognising her today because her group nominated her as they recognise her dedication to tasks, consistent support and contribution to Sustrans, and her commitment to making it easier for people to walk and cycle in local and U3A cycling groups.”

Last but not least, Sustrans ranger John Campbell received an award for his voluntary work on sections of the Network, Routes 9 and 94, as well as Regional Route 10 in the Craigavon area where he lives.

“John has been  volunteering with Sustrans for over five years communicating with local Council and government departments to ensure missing signage is replaced or repaired,” said Rachael. “As well as his regular route checks he has organised local volunteer ranger meetings and helped support new volunteers with signage. He never shies away from a challenge!”

Xavier Brice Chief Executive at Sustrans, the walking and cycling charity, responds to a Government-commissioned study into 20mph speed limits on roads which has found there is insufficient evidence that a 20mph speed limit has led to a significant reduction in the number of casualties in English residential areas:

“Lowering vehicle speed in built up residential areas to 20mph not only improves safety for our most vulnerable road users, but can hugely alter their perception of the dangers of traffic associated with cycling and walking on busy roads. This is why Sustrans would like residential areas to have a default speed limit of 20mph.

“This perceived danger can deter many people from travelling by bike or foot in our towns and cities. According to our 2018 ‘Women: reducing the gender gap’ report, 77% of women feel that cycling safety needs to be improved in their city and 73% never ride a bike.

“There is also a well-established body of evidence that shows slower speed limits results in fewer collisions and that when collisions do happen injuries are much less severe. Recent research into Bristol’s 20mph limits by the University of the West of England has shown that they save lives and also benefit Bristol’s economy by as much as £15 million per year.

“We need to continue to make our streets safer for people to walk and cycle and increase people’s perception of safety. There is no denying that lower speed limits make our streets safer, more inclusive and attractive for all.

“We strongly support the need for universal speed limits for all urban areas across the UK.”
